Thooimai Mission is a state-level initiative in Tamil Nadu for sustainable waste management, under the Special Programme Implementation department.

Clean Tamil Nadu Company Limited (CTCL), a government-owned company, leads the mission by providing policy guidance and technical support.
CTCL promotes a Zero Waste to Landfill framework, emphasizing segregation at source, decentralized processing of wet waste, and efficient recycling through Material Recovery Facilities.
It also supports local bodies in implementing waste management systems and focuses on resource recovery, circular economy, behavioral change, and skill development for sanitation workers.
